Create drawing template

Open a drawing with titleblock, make a save as with extension slddrt.

Copy this file in the folder

C:\ProgramData\SOLIDWORKS\SOLIDWORKS 2018\lang\english\sheetformat

Next time you want to create a drawing using that template simply select it from the list
